Cabell County Release Records
Most adult Cabell County custody is not managed by a county jail. Western Regional Jail and Correctional Facility is run by the West Virginia Division of Corrections and Rehabilitation, or WVDCR. It serves Cabell and four nearby counties. That structure decides where a release record lives. The Cabell County Sheriff may hold an arrest or transport report it created, but WVDCR is the main custodian for booking, time calculation, release, discharge, destination, and institutional photo records from Western Regional Jail.
A released name normally drops from a current-custody view. The absence alone proves nothing. It may reflect release to the community, transfer, a data change, a new identifier, an expunged record, or a move to another custodian. Strong confirmation joins the court authority with WVDCR's actual release date, time, method, and destination. VINE can add a reported custody event. A parole or other-custody check shows what happened next.
A person can leave Western Regional Jail without entering the community. Always verify the release method and destination.
Cabell County Release Paths
The word “release” covers several legal events. A pretrial detainee can leave after a court approves bond, recognizance, dismissal, or another release order. A sentenced person may complete the custodial term, receive parole, enter mandatory supervision, or obtain a discharge. A transfer ends one facility's control but begins another agency's custody. Another warrant, federal hold, out-of-state commitment, or immigration detainer may also prevent a return to the community.

Cabell Release Record Fields
WVDCR Policy Directive 142.00 gives unusually clear guidance on releasable offender information. Subject to redaction and lawful exemptions, its public fields cover identity, commitment, sentence, time calculation, custody event, and destination. The legal or booking file may also include the court commitment, disposition report, federal remand, parole revocation order, jail-credit memorandum, time sheet, and other holding documents. Asking for named fields is more effective than demanding a whole institutional file that contains protected material.

Some records remain limited. Victim identifying facts, presentence and postsentence reports, certain agency correspondence, protected Parole Board material, and litigation records may be withheld or redacted. A focused request should ask for “all reasonably segregable nonexempt portions.” That phrase tells the custodian to separate public fields from protected content where feasible.
Request Cabell Release Records
Send the main Western Regional Jail custody request to WVDCR, not to a fictional county jail office. Identify the person with a full name, aliases, date of birth, OID if known, and the custody date range. Name Western Regional Jail and Cabell County. Ask for electronic copies and a fee estimate. For a short sentence, request the Inmate Recap Report and release-book entry. Those records form part of the specific audit trail described in WVDCR policy.
- Define the custody episode. Include the booking date range, facility, court, and case number when known.
- List the exact public fields. Request release date and time, method, destination, holding and release authority, jail credit, time sheet, revisions, time served, discharge certificate, and front-view file photo.
- Send the request to WVDCR through its current records process. Reference Western Regional Jail at One O'Hanlon Place, Barboursville, WV 25504.
- Ask for a written legal basis for any withholding and for all segregable public portions. Keep the response and source date with the record.
West Virginia Code §29B-1-3 requires a reasonably specific request. The custodian must act as soon as practicable and within five days, excluding weekends and legal holidays, by producing records, setting inspection terms, or issuing a written denial. That is an action deadline, not a promise that every complex request will be complete in five calendar days. Copy fees may reflect actual reproduction cost, so request an estimate first.
Note: Ask the Cabell Sheriff only for records that office created, such as arrest, incident, transport, or agency-photo material.
Cabell Release Processing Fees
West Virginia Code §15A-5-8 creates a $30 jail processing fee that is ordinarily paid before release. It is separate from bond. It does not set the terms of a court order, and it must not be treated as the source of release authority. The statute also provides a refund route if all charges tied to that booking are dismissed. The request needs court proof of the dismissal, current contact details, and photo identification.
A records-copy charge is different again. Under the state Freedom of Information Act, reproduction fees are tied to actual copying cost. Search or staff time is not simply relabeled as copying cost under §29B-1-3. A court clerk may charge a nominal statutory copy fee, while Parole Board record and audio charges follow the Board's own rules.
Note: The processing fee is not bond and does not decide whether a valid release order can take effect.
Cabell Bond Release Records
Bond is a court path, not a jail-created decision. A Cabell magistrate or judge sets the conditions. State law requires a commercial bail bondsman's fee of at least ten percent of the bond, but that does not mean a person pays ten percent to the court. Magistrate rules can allow a qualified third party to sign conditions and post bail without the defendant present.
The signed bond order establishes legal authority. It does not prove when Western Regional Jail completed out-processing. Nor does it cancel another case, warrant, or detainer. Pair the order with WVDCR's release event and destination. If the person moved to another custodian, describe the event as a transfer rather than a community release.
Cabell Release Access Limits
Historical custody may be confirmed through the WVDCR legal file, a court order, a release-book entry, a time sheet, or a discharge certificate. No official online retention window was found for a released Western Regional Jail person. Active jail tools can change fast, so an old absence is not a historical finding. West Virginia expungement law may also restrict public access after a valid order.
Sections 61-11-25 and 61-11-26 cover different expungement paths and have detailed limits. When a record is lawfully sealed or expunged, a public search may return no result. That does not prove the prior custody event never occurred. Juvenile records have separate confidentiality rules and are not part of an adult released-inmate search.
Do not infer innocence, guilt, or final discharge from a roster result. Read the court and custody records together.
Find Cabell County Releases
Start with the type of custody. A recent Cabell arrest usually points to the WVDCR jail search, Western Regional Jail, VINE, and Cabell court records. A state sentence may require the WVDCR prison search, time sheet, Parole Board record, and Parole Services. A federal sentence belongs in the BOP locator and federal docket. An immigration transfer belongs in ICE's locator. Using the wrong system is the fastest way to reach a false answer.
- Match the person in the correct jail or prison system with more than a name. Use date of birth, OID, case number, and custody dates when available.
- Read the court docket in order. Find the bond, dismissal, sentence, modification, commitment, or discharge entry, then obtain the signed order from the proper clerk.
- Check VINE for the matched person and record the agency, facility, status, event, and lookup time. Treat an alert as notice, not as the signed order.
- Request WVDCR's actual release date and time, method, destination, and supporting time or legal records.
- Check parole, another jurisdiction, BOP, or ICE when the destination or case shows that another custody layer may continue.
Why did the name leave the roster? The regional-jail product is built around current custody. A release, transfer, correction, data lag, alias issue, or expungement can remove a result. Cabell County's available admissions tool cannot be turned into a release feed.
Cabell WVDCR Release Search
The WVDCR Offender Search gateway separates Daily Incarcerations, jail search, prison search, and escapee or absconder tools. Use the jail product for a pretrial or jail-sentenced Western Regional Jail detainee. Use the prison product for a person committed to the Commissioner or represented in active state custody or supervision data. Western Regional Jail has both jail and correctional functions, so confirm the person's legal status rather than relying only on the building name.

The gateway distinguishes current jail data from the state prison search and keeps the user from treating Daily Incarcerations as a release list.
A fully discharged person may no longer appear in an active search. A no-result message can also come from spelling, alias, CAPTCHA, session, data, or scope problems. It cannot supply an actual release date. Use PD 142.00 public fields and the court record for historical proof.
Cabell Recent Release Limits
No official rolling 24-hour or 72-hour releases feed was found in the checked WVDCR, Western Regional Jail, Cabell Sheriff, or other official channels. Daily Incarcerations is labeled as admissions. Its indexed fields include admission time, name, birth date, gender, details, and institution totals. It must never be republished or described as a release list.
WVDCR also warns that jail information changes quickly and may not show a true current location, release date, or status. A synthetic release list built from names that vanished would turn uncertainty into a false claim. Use VINE, the correct court, and a WVDCR records request instead. Preserve the lookup date and time for each source.
Note: No official Cabell Sheriff or WVDCR mobile app was found that publishes a recent-release or mugshot feed.
Cabell Jail Release Timing
Western Regional Jail's information brochure says staff cannot provide release dates or times. Staff also cannot give an exact or estimated time of release. That rule prevents a caller from turning a court event into a promised pickup time. Court processing, jail checks, fingerprinting, a second hold, or a transfer can separate legal authorization from physical departure.
The same brochure lists third-party property pickup on weekdays from 8 a.m. to 3 p.m. Those are property-release hours, not inmate-release hours. No official source found in the research establishes a release shift, exit door, weekend practice, or family waiting area. Confirm current facility instructions before travel.
Travel After Cabell Release
Do not rely on an old jail-gate bus stop. A West Virginia transportation notice reported that TTA stopped using Western Regional Jail as its Barboursville park-and-ride stop in 2010 and moved that stop to Mall Road. No current official source reviewed for Cabell County release logistics establishes bus pickup at the jail gate.
Families should check current transit routes or arrange a ride. WVDCR release records may show a release destination, but that field is not a transportation promise. A person may instead leave through a state transfer, parole intake, federal pickup, or immigration handoff. Confirm the custody event before planning a community pickup.
Cabell Court Release Orders
Cabell release authority can appear in three local court layers. Magistrate Court handles many misdemeanor and preliminary matters. Circuit Court handles felony cases and other matters within its jurisdiction. Huntington Municipal Court is relevant only to city-ordinance cases. The free magistrate search can show case status, charges, plea or disposition, sentence, bond, events, and docket entries, but the document image comes from the clerk.
Use the West Virginia Judiciary record-access page to reach the correct system. Then request the exact signed order by case number. A bond or dismissal order can prove authority for release in that case. It cannot show the exact minute the person cleared Western Regional Jail or whether a different hold took effect.

Cabell Post-Release Supervision
Parole and probation are not synonyms. Parole follows a West Virginia Parole Board decision and is supervised by WVDCR Parole Services. Probation is ordered by the sentencing court and managed through the judiciary. A person on bond is under a pretrial order and is not necessarily on either form of supervision. Confirm the release method before contacting an office.
The Huntington Parole Office serves Cabell-area parole cases in Region 1. Cabell adult probation is based at the county courthouse. The Western Regional Day Report Center is a named community-corrections program, but it is not an automatic destination for each released person. It is a valid navigation option only when a person is referred or seeks an appropriate service. The release order determines which supervision office applies.
Cabell Release Status Layers
West Virginia VINE covers all ten regional jails and state correctional facilities, including Western Regional Jail. Search the exact person, confirm the identifiers and reporting agency, then save the status and event shown. VINE can send app, phone, text, or email alerts. It remains a notice system. It is not the court order, time sheet, or discharge certificate, and transfer alerts can pause while a person is moving.
Federal and immigration custody use different tools. The BOP Inmate Locator covers federal prisoners from 1982 onward and can show a past release date with “Released,” meaning the person is no longer in BOP custody. It does not end federal supervision or exclude state or ICE custody. ICE's Online Detainee Locator can cover current custody and some recently released people. A transfer from Western Regional Jail to either authority is not a community release.

Match Cabell Release Sources
Each system answers a narrow question. Check the source that fits the custody class, then join it with the court and destination record. A current roster is strongest for present custody. A written release or discharge record is strongest for the historical event.

Cabell County Release Facilities
Two current WVDCR facilities belong on the Cabell County physical map. Their populations and access rules are very different. The former Huntington Work Release Center appears in old reports but is absent from WVDCR's current Adult Facilities directory, so it is not presented as operating.
- Western Regional Jail and Correctional Facility holds adult pretrial and sentenced populations. A person may return to the community or transfer to state, federal, immigration, or another jurisdiction's custody.
- Robert L. Shell Juvenile Diagnostic and Intake Center is a statewide juvenile intake and temporary detention facility. Youth identity and release records follow juvenile-court confidentiality rules and do not belong in an adult search.
A complete Cabell County released-inmate check therefore starts with the facility and legal status, not with a broad name search. The final record should say which authority ended, when it ended, why it ended, and where the person went.
